What is a Comprehensive Safety Action Plan?

A Comprehensive Safety Action Plan (CSAP) is a data-driven framework aligned with the Vision Zero and Safe System approaches to eliminate traffic fatalities and serious injuries in the Benton-Franklin region. By analyzing historical crash data, identifying high-risk areas, and creating a composite network, the CSAP prioritizes equitable safety solutions for all road users, including drivers, pedestrians, bicyclists, and transit riders.

The CSAP is created in collaboration with regional stakeholders and residents; the plan sets safety goals, recommends targeted engineering, education, and enforcement measures, and provides an actionable implementation strategy with performance monitoring. This holistic approach supports the development of safer, more sustainable, and equitable transportation systems for the Benton-Franklin community.
